Mahmoud Abbas was selected as Arafat's number-two, and Arafat treated him like number two. Refusing to let go of any power, Arafat undermined Abbas at every turn. Now that Arafat is finally about to let go of power, Abbas is in the running to be the leader of the Palestinian Authority.
The New York Times makes him sound a lot more reasonable than Arafat was, and someone who might be able to negotiate a solution.
I think the problem with the Israel/Palestine issue was that Arafat had won the war any number of times. What he lacked was any kind of plan to win the peace. He didn't know how to govern in peace, and therefore couldn't allow the war to actually end.
