The importance of spreading the word.

Residents of Cruger [Kentucky] should have been under a boil water notice since Wednesday, but hardly anyone was told the town's water system had tested positive for e-coli bacteria. >snip< She said she asked if she needed to contact the media so that people would know to boil their tap water for two minutes before drinking it or using it for cooking. Ajoku said she was assured the department would get the news out to the press and television stations. "They said they were taking care of it.," she said.

I think in cases like this, it's better to notify when you didn't have to rather than the other way around.
